The 1a rate was equivalent to the 6c which was the Foreign Postcard rate set on June 1st 1917. A very scarce and unusual use of this censor handstamp as a cancellator of German mails during the Indian Expeditionary Force actions in ex German occupied Tanganyika during the 1st World War.
